Does recruiters at Deloitte have the authority to determine what level and pay to offer a person during an offer?

I was originally interviewed for a consultant role, but they bumped it up to SC

The recommended level is determined by the interviewing panel. In the rare case that there’s disagreement, it gets kicked up to the offering lead partner for a final decision.

With respect to pay, that’s a decision made solely by your offering lead with guidance from the recruiter. Interviewing panel has absolutely no influence or visibility into that discussion. They will ask you up front what you’re looking to come in at. Based on the level and desired comp, the recruiter will present that to the offering lead, but the lead always makes the final decision.

Now the recruiter has a good idea of what combinations will fly for a given level in terms of comp, so if you’re coming in high they will work with you to see if an offer can be structured in a way that would work (maybe come down on base, give you a higher signing bonus, etc). But at the end of the day, the final decision is with the lead.

It’s perfectly OK to stand your ground, but chances are if you’re hearing something isn’t doable, that’s based on good experience.

And once the recruiter starting looking to see if I completed my application she noticed that I had applied to another role in a separate practice and interviewed for that role also. She lost her shit and said that I was being sneaky. I immediately apologized and said during the Deloitte career fair I shared my resume with more than one recruiter becuz there were several booths. So she asked me what happened with the other interview and I said that they said they were not comfortable with bringing me in as a SC and would have to bring me in as a C so we mutually thought that’s not the best move for both parties. After I told her that, she then said would I consider that becuz her practice wants to bring me in as a C. So based on the conversation we were having I immediately started to presume that she was low balling me and decreasing my level based on the info I just provided her

Yeah, just based on experience alone, C sounds right. If you’re serious about going up for SC next year, you’ll have to really execute, since the performance year started a month ago already. As part of your offer process I would suggest asking to speak with your offering lead for 10-15 mins and get his/her commitment on the following
1) Make sure your target promotion date will be set to 2020.
2) Ask him/her for their recommendation of a strong counselor who can commit to helping you not only acculturate to the firm but also set yourself up for promotion on a short schedule.
3) Ask specifically what you should demonstrate by year-end that would demonstrate your readiness for SC.
4) Ask about whether there are any projects in the pipeline where s/he could commit staffing you on a stretch assignment leading teams (which will be required for you to demonstrate readiness)
5) Get the contact emails for the folks who interviewed you - especially Ms or above and do the same with them. This is your initial network for now.

I would never have shown my hand. You could have kept it vague as to why that was not the best practice for you, but as others have stated the salary would be determined by the team that you interviewed with

Yeah... SC at Booz really is a C at D. Our SCs are associate level, and manager is lead associate
