Nice/Monaco, Dubrovnik, or Porto.
@BCG1 true, but Porto's population is nowhere near 1M
Lisbon - I can't emphasize this any more strongly. An absolute gem of a city
Was coming here to say Lisbon too!
- Zagreb: Despite being the capital, its city center is quite cozy and very few tourists.
- Malaga: Maybe a smaller and less touristy version of Barcelona.
- Colmar and surrounding cities (e.g. Ribeauville) if you like wine and French cuisine
- Bruges: Cozy but usually full of tourists
- Any random city in Italy
Bruges
Came here to say this. Hotel Dukes Palace if we want to get specific.
Wroclaw or krakow in Poland?

Go to a small danish town (ie anywhere but Copenhagen). You’ll legitimately find the danishes are indeed better in Denmark. 🇩🇰
If you’re looking for a CMBYN summer though your cheapest and best option might be Croatia, Greece, or Spain.
Bergen, Norway
Sienna, Italy
Cinque Terre, Italy
Bath, England
Copenhagen, Denmark (not small, but checks everything else on your list)
LOVE Sienna and Cinque Terre. Really anywhere in Italy. Just watch Stanley Gucci’s show and pick your favorite
You didn't totally rule out the US, so
New Hope, PA
Just google imaged it and looks cute!
Also if looking outside of Europe:
Bariloche, Argentina
Cuenca, Ecuador
Victoria, BC
Marlborough, NZ
Sayulita, MX
Oxford. And you can drive Cotwold and experience all that the English countryside has to offer

Bern
Near Koln in Germany. Lots of beautiful castles to tour nearby. Bike trails, river scenery, local wineries, progressive and welcoming by all reputation
I’m from Cologne and I would not recommend it to the OP. What you describe is right and I love it here. But it can be super boring if you don’t know anyone and don’t have clear plans. For a relaxed vacation in a small city, I would certainly prefer places more south.

Colonia Del Sacremento in Uruguay maybe. Gorgeous little town, I went there to pickup USD so that I could bring it back to Buenos Aires. There's a ferry that can take you to BsAs, so you could have the best of both worlds.

Solvang, California
Niagara on the Lake, Ontario, Canada
Holy heck, this thread makes me want to visit all of these places. Let us know what you choose!
The Ligurian coast of Italy (Genoa, Camoglie, Portofino, Rapala down to Cinque Terre).
I have traveled all over Europe and done Airbnb many times. There are so many options for Airbnb in smallish cities and towns. I highly recommend it.

France: Annecy, Colmar, Biarritz, St Malo. Cap d’Agde has less of an “authentic” vibe but is very gay-friendly and has great night life.
Bruges or Porto
Broaden the experience, how about Stone Town of Zanzibar in Tanzania.
This is interesting... I have never once considered Africa for a trip. Mostly concerned about safety (and bugs), but I will certainly look into these.
Spent 3 days and nights in Bruges on a pre-pandemic 3 week Europe trip and wished I’d spent a whole week of the trip there
Ive never had as much delicious beer, as I had in Bruges. INCREDIBLE in Bruges.
