OP, it depends on the area of expertise. We don’t all compete with each other across the board.
At the highest level, if you’re talking strategy, MBB is the top tier. If you’re talking implementation, it’s probably Accenture, Deloitte and IBM.
There are significant variations below that highest level due to variances in specific areas of expertise and industry specialization.
Generally here when people speak of T1 and 2, they refer to strategy houses.
It's a bit of a loaded question, right? Traditionally people put MBB as tier 1 for their strategy and...Deloitte plus whatever firms they don't hate for tier 2. Because at that point you're not making a fair comparison. The firms that are successful are the ones that aren't trying to be MBB copies and are trying to play in different spaces. Since they have different strengths, you can't really make fair comparisons. Is Accenture tier 2 because they're huge? But if they traditionally had a big implementation focus, how do you say that competes against strategy (and yes, I know things have changed now). But what about the mid sized firms with narrow focus like slalom, Huron, ZS, they have smart people and lots of work coming in, and they may rarely ever compete with MBB on projects because they work in totally different areas of companies. Moreover, there are very competitive boutique firms with high specialization that are extremely profitable and smart as well. I find that tiering is harder than ever, and with the growth of consulting, consultants everywhere deserve respect.
Except McBee.
Booz Allen is tier 1. Accenture and MBB tier 2. Deloitte is tier 5.

Getting into Deloitte is harder than getting into Harvard. People that work at MBB got into Harvard. Therefore Deloitte > MBB
