When I ask to hr guy he said it is equal to Manager level. But title will change department department. Is it true? B7 is manager role ? What is CDIO department in Natwest. Please clear my doubts

I am trying to figure out how to switch to SWE. I have a masters in civil engineering and have a good background in higher level math. It looks like the better coding boot camps are quite expensive. The alternative is another masters in CS which is the same cost as many boot camps. Any recommendations on picking between a coding boot camp and getting another masters degree in CS? Recently accepted a temp role as an HR admin for a former employer. I worked in the same org for 5.5years and switched in march 2022. I was not allocated a project for 3 months hence changed the org and joined new in July 2022. Now its been 4 months and I am on bench here too with no project proposals coming in. Will it be a good option to go for another switch in comparatively secured organization considering current recession?
