Where does the salary ceiling come in for tech consultants that don't want to become managers/lead teams?

PDM at Deloitte and recently told my current PM that I receive an offer to be on a different project and would like to rolloff my current project. They told me they have to check their WOA before they can confirm my last date. Is this a legit reason or something they made up just so I can’t leave?
