Did you get the voucher for a cancelled flight? If so, then no.
If you got the voucher for volunteering and got placed on another flight, then you can use the voucher for your own purposes.

Actually SC1, it is fraud if someone submits something to expense in the manner OP described,independent of intent. And the form of payment does matter to most companies from a policy perspective. If the company paid for the ticket and the voucher resulted from a cancellation, then they own the voucher and it should be used for business travel. If the voucher is for a voluntary delay or a flight delay, but the flight was taken, then the traveler can use it for personal use as well.
No. Amex actually collects all of those at the end of the year and resubmits them to the airlines for company reimbursement
