Does anyone have experience interviewing with Deloitte Internal Services? I had my final interview a week and a half ago, and received positive feedback throughout. The hiring manager had positive things to say and mentioned they hoped to make a decision by the end of last week. It’s now Friday the week after. The role still shows as “Interviews in Process.” We did discuss potential start dates, but no salary. Any experience with receiving offers for an internal services role? Is this common?

Not yet. But it sounds like the kind of thing "they" would like you to think about the situation. If negotiating salary is insulting to that extent, someone in there needs to grow a pair. And that's not on you.
I kind of did this. Definitely pissed off the ECD. She pulled the "I don't think you really want to work here" guilt trip on me. She was right. I turned down their counter offer.
I disagree that glassdoor/salary.com/payscale are unreliable, on the contrary, very good ballparks that of course should be taken with a grain of salt + individual circumstances vary that can additionally affect salary negotiations.
I've seen 2-3 people talk themselves out of a job, but asking for a little more is OK. Be careful with the research, Glassdoor is notoriously unreliable.
The best move is to do your research and understand what is realistic for the title you are gunning for in that area. Then honestly evaluate your skill level and come up with a reasonable range, not a set number.
If you are a designer fresh out of school and are demanding 100k you will likely be shown the door. However, providing a 40-60K range might not be so ridiculous d pending on the location.
Piggy backing on this, what's a safe percentage to ask for in addition to their starting offer? Say they offer 70, is asking for 90 in response unreasonable?
Yes.
