What’s the best group to work on at FCB Health?

I received a verbal offer for a VP position at CCB line of business at JPMC in NYC two weeks ago. The recruiter asked for salary expectations but there was no number set. It’s been two weeks since and complete radio silence. I sent an email to a hiring manager a week ago but received no reply. It’s August so people could be on vacation but this is really strange. I got an offer from a company A with 90% increment on CTC and in other company B at 130% increment on CTC. I'm totally confused which one to choose. Here are some pointers regarding the two:
1)A has both fixed and variable whereas B has fixed. So 130% will be fixed.
2)A is brand company B is paying really well.
3)B has sure short onsite opportunities.
Not sure which one to go for. Any help/suggestion would be great..
