Try to follow up on as many applications as you can. Wait a few days to a week after applying and call in to ask if there is anything else you can do. You won’t get in touch with everyone, but it can be a huge help when there are so many other people trying to get a job.
You are doing all the right things! Job hunting is taking a while for everyone right now, so try not to get discouraged if it takes a while before you get a call back. Keep doing what you are doing, but also go old school and take your resume into stores to talk to the manager. It is an opportunity to let your personality shine through and make you more memorable than just being another online application.

Definitely just a resume is fine. Be confident! Show that you will be able to confidently talk to a customer and definitely show that you are adaptable and a problem solver.
