That’s typical advise when they want you to eat your hours! Ask him/her to confirm that over email. I’d charge all my hours including research and would take it up with EP if the Manager is unhappy!

I think you need to figure out how to get a new performance manager. You need someone who’ll back you up and clearly it’s not this person.
Personally I wouldn’t eat the hours - I’d bill at least 40 (maybe more - depends how much you’re working) and if the pushback continues I’d probably write back in email to have for evidence come review time.
Research related to your client, as in learning about the client and their industry? If so, that is not billable. We are expected to know about the clients we serve. An non-bill/overhead code shows you are working, but not passing on the cost to learn about your client to your client. Even if fixed fee.
If you mean doing research as part of a report you are delivering to a client that is different. That would be billable.
A1 what should be billed the client? If research is the primary portion of the work (aside from time in meetings and preparing decks…), I don’t understand what is considered billable vs non billable work when it is all being done for the client?
This may not be popular to the other junior fishes but why are you fussing? You are lucky you get any code to charge to for learning for the client that when your partners were senior associates we did on our own time, gladly, to support the project with no charge code to the project because guess what, we were building our expertise! Why should the client code be charged for that?! The learning curve in consulting is steep and the ability to charge these hours to anything is a gift. Take it!
Overhead code doesn’t count towards anything, so as far as I understand it is equivalent to not charging to any code at all. The majority of work for this client is research; does it seem right to bill less than 40 hours per week when 40+ hours are being spent to advise the client? As a junior level consultant, our only metric is utilization; does it seem ethical to expect your consultants to spend hours becoming “experts” on their own time while not even giving them full time chargeability? Also, as mentioned in the original post, this is a flat fee contract so this is more an issue of internal metrics than the client paying more. Also, the area that I am advising in is outside my realm of expertise and interest, which was understood prior to being staffed in this role; all time spent learning this subject matter is purely for this client and I don’t see how consultants should be penalized simply because the firm doesn’t have the appropriate SMEs to staff on their projects and expect anyone to become an instant SME in areas outside their interests on their own time. Am I missing something?
All I am saying is that you will not be penalized. We have been dealing with this for many years and client demands versus how quickly we can teach continues to challenge all levels. You are not going to fix it. You will be seen as learning the expertise needed to do the work and pulling your weight. If you complain, you will be seen as a complainer and less likely to be staffed next time. There are people posting who are egging you on to tell, and I am just providing an alternative view.
