I’m confused as to why anyone would hire you as a consultant for a subject matter you have no expertise in? Consultants are typically skilled SMEs. If you want to start consulting, I’d stick to advertising. I’m not sure what level you’re at, but if you want to pivot to PR, start networking with people in PR roles to learn about the work and be prepared to start at a lower level to learn the ropes.
Look at PR firms that see themselves as admakers also. Reach out to people at Edelman for example, particularly in your area of expertise (eg brand, consumer, health, etc). You have lots of valuable and transferable skills, it’s just a matter of slotting yourself in at the right place (and really talk to people so that you don’t sell yourself short in terms of level). Best of luck to you, OP
What type of role are you in? See which PR firms also have those roles and go from there. Hope that's not too obvious 😂 good luck!
