You could be stagnating and need to look for something else - always a possibility.
At the same time - make it easy on your manager. A request to give you responsibility is on them to figure it out. A request to take on specific work is you already figuring it out. "I noticed John has 5 work packages and is pretty overwhelmed right now, I can jump in and own one of those to make us all more productive." "Looks like no one has the time to look after x - I can pick that up and be point when we're in meetings with the client".
There are times when asking for more responsibility works out - because your manager is sympathetic to job progression and has the ability to figure it out. Unfortunately, there are also times that you are your only advocate - either because your boss doesn't care or maybe just doesn't see an opportunity to get it done.
If you ask for specific responsibilities and you aren't getting them - move on.
It’s time to learn some skill, take a sandbox and spend some time there to learn !! Chances like these are very rare!! I used such chances and learnt the entire Logistics module in few months!

It’s not you,it’s the manager. Find another mentor who is supportive and wants to help.
Are you sure you’re knocking out your current workload to standard? That’s usually what a manager says when someone asks for more responsibility but isn’t really performing with their current tasks. Just something to think about.
Maybe they feel you need to focus on doing a better job with the work you have? But don’t stop anyone from allowing you to learn more. Always keep adding to your skill set
