Yes Slalom Build is the onshore Delivery Center (Build as a Service) within Slalom
Slalom Build is more engineering focused and less consultative/transformational. They tackle similar problems but Slalom, the traditional consulting side (known as local), does more strategic partnership and architecture. Build does more execution and QA. Cultures are very different; Build is very much a "developer" culture, and has been cultivated thus. Folks on the Slalom side do more work directly with clients and Builders spend more time in the tech.
Slalom Build is a branch of Slalom that focuses on providing "build as a service" (design, product engineering, analytics, and automation) for software and data products. They typically don't sit on the client site but rather work from the Build Center. Very much a developer culture.
