How long in a new company (who is open to this type of thing) do you express your interest in a lateral move to a different role/dept?

Background: I work in marketing but ultimately want to move into a Scrum Master type role (recently got my PSM-I). I’m starting at a new company next week that’s open to people moving internally to where they want to be, but obviously don’t want to be flakey to what they hired me for. I was thinking putting in a year before expressing interest. Thoughts?

I got an offer to work at a Gensler office, but something has come up and need to move/work in a different city. Can I ask them to transfer me before I accept the offer? Will they do this if there is the same role currently open in the new city?

I was hired to manage the maintenance program, only to get here and physically do the work. 2 years later and being on-call daily but still expected to burn both ends of the candle and it does seem good enough for the corporate leadership. Collapsed this past Thursday at work and rushed off to the hospital only to find out that it was a stress induced panic attack.
