Good work > Good name. For sure. But from experience, I can say a good name goes a long way when you’re starting out. Make sure that by “okay agency” you don’t mean “no one’s ever heard of the place, but it shows a lot of promise”. Places like that will lure you with the promise of awards to make a name for the themselves (and yourself, of course). And award winning ideas you’ll create and present and create and present. But the “okay clients” who just want an “okay agency” won’t have any of them.
Depends on if you thing you'll get book-worthy work out of the smaller agency. I started at a small no-name agency but for some reason they had a well-known automotive client. Since there were only 2 art directors total in the entire agency, I got to own the work for that client, and ended up creating some amazing work for my book. I got way more hands on experience, and got put into professional situations that I could only dream of as a junior at a big agency. If the clients they have and the work they've done seem cool, it could be a great opportunity.
Doing good work matters. And there are pockets of good work at most agencies. The name helps, but the name of an agency won’t make up for a crappy book.
Doing good work is always the most important. Like SW1 said, it doesn’t matter how big or great the agency is if you don’t get something great to put in your book
