What's the market these days for someone with not-great technical skills, 12 YOE, TS clearance, hard-to-find/unique skillset, elite masters, middle management in DoD contracting, experience with critical/high profile roles?

I am trying to practice a version of intuitive/mindful eating - honoring my body’s hunger cues and not sticking to a timeline or plan as to what and when to eat. But tbh years of “dieting” has screwed over my ability to recognize hunger cues. I suddenly realize my hunger after not eating for 10+ hours and then I’m ravenous and would just eat anything. Got a verbal confirmation for an offer from recruiter. Now she is negotiating my pay with the compensation team instead of me. I thought I had to do the negotiations with that team? I’ve applied to 3 program manager roles with google and even though I feel I’m over qualified, I’m not getting any interviews or even a screening call from a recruiter. I got NTD for 2/3 already.
