Why do you care if he/she is being managed out? We all know people who are excellent at their jobs, but their manager doesn’t like them anyways. Sometimes it has nothing to do with ability.
Op what is wrong with you? You think this is a dating game? Playing hard to get? Just hire the damn person if they’re competent and good jesus
Who the hell cares if candidate is desperate? Dat kid is hustling. If hes GOOD then just HIRE.
If I'm understanding OP, your concern is that the person only wants to move to your role because he's either being managed out of current role or doesn't wanna work there, but not because they like the new role itself..
Having said that, you wrote that the person is a great fit and has the relevant skills as well. People do get excited at times about new roles where they might think they'll do better over time than where they are now. Sooner people call it taking initiative and being proactive and others call it desperation. There's a thin line.
Now, them wanting to stay individual contributor and not grow upwards can change over time... Maybe they only saw senior roles in about team/culture.. Honestly, as manager that's up to you to see if they have potential to grow upwards and then mentor them along.

You’re asking if the candidate seems desperate because he/she reached out several times and also called? Or are you saying that YOU reached out to the candidate because he/she was such a good fit but didn’t respond? I dont get it

What was your response when the candidate reached out to you first time?
Well I have he has product knowledge which helps but being so desperate, hiring is a process and he sent me his vacation schedule to indicate his availability! Was a complete turnoff given I am the one hiring here
The job req was posted, candidate called HR several times and then me directly without even bothering to check if I am busy or not. HR asked me to speak to him , I formally interviewed him. He knows the product but doesn’t want to grow his career only move from his current team to product management, my concern is this desperation, do not want someone who is being managed out

Yes I am not, product knowledge but desperate means to get out of current team, that’s the only hold up
