Always negotiate. That is the only way you are truly going to significantly increase your salary, in most cases there isn’t a fixed pay structure so they are able to be variable in their pay even when they say they don’t negotiate, show them the offer letter and state that your intentions, how much do you want to try for? For something like this the starting negotiation offer should be up around 185k.
But also don’t be greedy, make sure that you are testing limits not destroying bridges.
You can ask; negotiations happen. Review the handbook, benefits, PTO, etc. If you counter, tell the new company how excited you are to join their team. Ask if they'd be willing to (add PTO, increase the base, etc.) You can also ask about the timeline for reviews, bonuses, and raises. But before you decide to stay or go, remember what made you look in the first place. Usually it's more than money that makes one leave.
I would just be honest to the new employer about your old employers compensation. Weigh out the cost of health benefits. This can make a huge impact. Then decide the type of work and stability each company can offer.
