is way off and that’s out of normal practice and protocol and/or there bottom line is effected.
Most companies time keeping systems allow managers to access this information but it’s pretty normal for companies to require approval and notification for time off depending on your role.

Yes, unless the approving supv is not follow guidelines in the first place, it is unusual. Had similar issue with a COO who suddenly wanted to micromanage my department. We assumed he was just bored, which was correct, and he left the company for another position soon afterward.
From my experience, Usually any form of micro managing and to do a report is about money. But since they mentioned about what your supervisor approved, I would assume they are monitoring for something about your supervisor or about your team. Probably to let someone go. Which in my opinion circles back to money. Most likely you just got caught in the middle of a micro managing situation in which the company wants to fire the supervisor, someone on your team, or the entire team you work with.
