I need to pay bond amount to my HCL but they are not giving me any acount number to pay money. They hold my experience letter and relieving letter.
What will be the complications if I also don't bother asking their account details.
The relieving letter was available earlier in their portal but now it is not there. I guess there was a glitch or error that time. But I don't have experience letter.
Also, if I need to get account details and experience letter, whom to reach out.

Romania is dirt cheap.
Considering you are getting 3k euro per month , and cost of living in romania should be higher than in India ( more so if you are currently wfh - more savings ) , you are currently earning better than that. But you will get to visit a new country - Romania is quite beautiful.

Moving to EU should not be a decision made only on the basis of salary you are getting but on the overall lifestyle and standard of living you get there. Although 61k is less in terms of ppp but if you are single,I think you should go for the opportunity. On the other hand, if you are married, you and your spouse both should earn to get a comfortable living with decent savings.

27 lpa in India equals 80k Euros at a minimum.
Of course every country is different, but 60k Euros is the salary of someone with 3-4 years exp in EU. 27 lpa is the salary of someone with 10+ yes exp in India.
It seems you have done well in India. Throwing it away to move to EU isn't worth it. Check with your managers if they are willing to send you to EU and move with your company rather than moving companies.
No doesnt sounds like a good offer 60k euro is not enough to leave your well settled life in India... your wife will also have much better opportunities in India 100k euro would be your critical threshold..
