I would mostly move on. Follow up once a month, but focus your job hunt elsewhere.
Assume that this opportunity has come and gone for whatever reason. Stay in touch with the recruiter and let them know you’re interested in specific roles.
FWIW, I started conversations with a recruiter about an open role at Google in May of 2024. Didn’t actually get to interview until July and August and was hired in October 2024 for a marketing contractor role. My understanding is that engineering moves much quicker.
Point being it’s frustrating being dependent upon your recruiter for communications and updates but there is nothing you can do about it so you have to let that frustration go.
Focus on what YOU can control. Network. Have informational chats with people to learn more about any roles you are interested in.
My rule of thumb is that I don’t stop applying or interviewing for roles until after I get my first paycheck or when I’m 3 months into a new role, if I like where I landed. Offers can be rescinded for any time and reason in the good ol’ USA so be strategic about when you give your notice too. If you’re currently employed, wait until AFTER your background check comes back clear to give notice. It’s easy for bad info to get on your background check report and if that happens you’ll have to do serious work to get any errors removed. Best of luck to you!

Move on. If they were interested, they would have hired you. Don't stop applying for other jobs until you get hired. That's my rule of thumb.
similar happened to me. after 2x follow-ups, came the rejection. suggest to move on with your hunt.
