He needs to take a long view and look at his career as a progressive path. He’s not going to qualify for some positions right now, but he can set longer term goals and seek opportunities that will put him on a path to reach those goals.
For now, maybe he can pursue jobs with small/ local businesses, places where he can prove himself through his work rather than his credentials.
He needs to network, network, network and make an effort to sell himself in person since he’s not well positioned to sell himself on paper. He should develop an elevator pitch and talking points about his hard skills and experience.

I was a CS student and my GPA ended up at about a 2.8. I worked 3rd shift and would often get behind on my work. I didn't list it on my resume. You can put whatever you want on your resume and omit anything too. I think is better they ask about your GPA in the interview where you can give explanation. Practice for your interviews as they will make a much larger impression than your resume. It's impossible to know how many jobs I was rejected for for my gpa or college. Sometimes it's bots and not people selecting who moves forward for an interview. Editing my resume to match the job posting and practicing interviewing were how I eventually landed my job and I'm making a good salary now despite my GPA. Don't obsses over it and keep trying.

Gonna echo everyone else: keep the GPA off. If he has the Proper qualifications, there is no way that they would know he had a bad GPA.

As someone who hires people, I can tell you that once a resume comes to me, I could care less about GPA and institution--I want to know of you have EI and know how to work Mocrosoft Office. I had to make sure barriers were removed from my job listing to prevent HR from limiting the applications I received. He may want to look at places that don't require a degree, or just really try to get experience somewhere. I look at those experiences on a resume as a jumping off point.

I had similar gpa undergrad and from a semi no brand school. Couldn’t find a job anywhere, no one wanted to interview me. Took a few months and studied for the gmat then applied for grad schools. Hustled my way in grad school and that’s how I got a job.
