Is it a good idea to join Paypal for Software Engineer III from Walmart Software Engineer III, for the base salary of 35LPA and 9L RSUs per year for Chennai location ? I am currently withdrawing 24LPA as base and 4.2 as Variable and 3.5L RSUs vested for 4 years.
I have been told that I'll be part of Risk team under Paypal Transactions domain. Any Idea how is the work culture and tech stack here in this team?

It's not easy but possible. Made an exit from B4 to a SFA role that is fully remote with a 6 figure salary in HCOL with 2.5 years of experience. Generally, you'll have to look for smaller or start-up companies that are more flexible/nimble. I do not have CPA either
I think 90k sounds a bit high to be honest given your experience and that you don’t have a cpa. 80k I think is within reach.
Revenue as in AR specialist?
I don't think AR will ever get that high, much less only with 2 YOE. Remote tends to pay even lower.

Pretty sure new associates straight out of college are starting in the $60 K + range in HCOL areas. I think you are being underpaid unless your job is pretty cake from hours perspective.
Only 20% of US population lives in HCOL.
People need to stop bringing up hcol salary in every discussion and telling everyone and their mother that they're underpaid.

80k could be doable unless you're in a low cost city. I would get your CPA though.
Fully remote probably not happening.
It’s possible. I’m currently a staff and I make 93k and 10% bonus after2 1/2 YOE.
Also no CPA.
