I interacted with a few leaders and found out some reasons for not allowing complete remote.
1. Culture : Culture gets diluted
2. Identify future leaders : Difficulty identifying and promoting people with leadership qualities.
3. Bad apples : Not everyone is productive from wfh and it is administratively difficult to only ask specific people do be in office. Hence, same policy for all.
4. THEY FEEL most are paid fairly according to role and the city, so savings not an issue.
