If someone is eligible for promotion. Does promotion discussion call happen with Manager and higher management. Is it a mandate??

I’m considering taking an internal consultant role at a large healthcare company. I’m unsure if healthcare is the industry I want to be in. Would I be pigeonholing myself into that industry?

Currently completing my first year as Senior in Audit and its become pretty apparent that going through the whole manager pipeline isn't really what I'd like to do. Just got another rejection... Is exiting to FAANG or MB really this hard? Trying to go tech.. or mbb, but not getting anywhere. I have 2 masters (mba, ms) from top schools, been in consulting for over 10 years, I am confident that I know my stuff well..but still I keep getting rejected. Interviewed with Google, Amazon, Cisco, McKinsey, and a few others and every-time there is something that is not a match... are the hiring managers looking for like 100% match? I interviewed at KPMG on 11/14 and got a verbal offer the next day but since then waiting to hear from them. Been following up continuously but the partners are not replying it seems. In the meanwhile i have an offer from BT offering 90k for 4 yrs of experience which seems to be fair. I recently had an initial interview for a technical recruiter position. The guy on the phone stated that this is not a 9-5 job and long hours are expected. I proceed to ask how much PTO is offered and he said that is not recommend within the first 6 months of working and the harder you work the more PTO you receive. I got a call from KPMG HR for the role of Associate consultant in research team, When she asked me about the expected ctc, I think I quoted less than the market standards but since I am underpaid currently so the amount I quoted was 40-45% hike on my fixed. I have experience of 2.9years
Can anybody please suggest if I clear their interviews will they consider increasing CTC from whatever I quoted becase upon searching for ACon roles they pay much higher than what I quoted.
