I don't know if it's standard practice, but like IU Health 1 said, they certainly can do so. I definitely wouldn't bank on working for that employer in the future, anyway.
Some companies will. Best to speak to someone and not ghost that employer. Tell them at this present time I am unable to accept the position. Don't say anything about another job.
Yes just let them know you’re unable to accept the role. If they ask why, tell them you’re not comfortable with disclosing the reason. They shouldn’t be able to put you on DNH list for that

I did this. I had my two weeks notice in at my work, three days before I was to start at other job, I found out that the place that a whole lot of the residents had covid & 1/2 the staff was out with covid. I turned the job down as politely as I could (& I had worked with that Administrator before so she knows me). I know to use the PPEs & sanitize the proper way, where I worked at the time we dealt with covid 3 times & I never caught it. But I didn't want to start a new job where there was A LOT of covid. If there had been just a few, I would have taken the job. The place has another opening and a lot of people I know is telling me to go get that job. I'm worried I'd be on a "no hire" list for what I had done. As I see it, I was doing it for my boyfriends & my health (he has born with really bad lungs). If she can't understand that, that's on her.
