If you were hiring for an IA position and there were 2 candidates that were mostly equal and one had their CIA and the other had their CPA who would you give preference to?

My co's IA dept is very new and my boss has asked me to look into a format for a memo we would write to a process owner to make a process recommendation. Not a formal finding in an audit report but more of a process recommendation. Do other companies have something similar?
