If the last job was with the same organization you might have a case to make. But if it's an entirely new job with a new entity, I don't imagine they'll feel any obligation to match your previous employer. Best strategy is to make a case for your capabilities and value to the organization, and ask for the raise. Nine percent may not be doable, but you can try.

Highlight your value, express love for the job, and mention your previous salary to justify aligning your pay with experience.
Honestly just make the case for why you deserve to get a 9% raise. The worst they can say is no so it doesn't hurt to ask. I would write down every accomplishment from the past year, anything you have done to go above and beyond, etc and then use that as leverage for the raise. Best of luck to you OP.
