If your customers are in DC, especially the government, you are in the perfect place. Tons of BD work in DC, but I wouldn't call most of these firms startups. But I take it you're looking to work in in more traditional startups.
My guess is for Chief of Staff you would most likely need to be in the office, unless the company is 100% remote, and a lot of them are going this route now. For BD, it probably depends on the industry. So again, where your customers are. If your customers are mostly startups, it will probably be harder working out of DC. I would just apply and see what you can get.
For early-stage startups, Chief of Staff/Director of Operations and BD could make a good combination as one job. People often have to wear many hats.
My goal is to wear many hats and good point on industry. Financial services / FinTech is my target industry, so that’s why I assume I will be in NYC a lot. Which isn’t a problem, it’s just how often and will early stage companies be willing to pay for my travel or look for someone local.
The problem with doing BD and not travelling is that when you lose a deal, management will turn around and say "maybe we wouldn't have lost the deal if you'd have worked harder on building the relationship and actually met them".
And you'd have nothing in response, even worse, you'd be thinking it yourself.

Startups are really ghetto. I’d recommend a company with stability if you have kids tbh.
