If you’re saying that it’s widespread in the UAE then HR definitely knows. No question.
This is not good. I think you and your partner need to decide if it’s worth it.
Having worked in Dubai, it’s par for the course unfortunately. The place is a sweat shop. HR ain’t gunna do shit and your CD won’t either.
If it’s a Lebanese run agency it’s long hours.
If it’s Indian run, well, you’ll dam near sleep under your desk.

Once you’ve done what you think are reasonable hours, just sit up and leave. You don’t need permission to have a life.
The onus will then be on them to pull you up on leaving, which as you’ve suggested wouldn’t have any legal standing. You’ve just made it their problem, not yours.
That what’s I’d do, but understand everyone’s different.
Keep tight track of your hours. Leave at 6. If your work is not doable within 45 hours most weeks (give or take), somebody else is not doing their job right, and you’re paying the price for it. It will keep happening until the squeaky wheel gets oiled.
Are you from UAE? Or did you move there for the job?
Why on earth did you go there? If you say taxes I will judge you harshly. If you say chocolate, then okay.
Who is responsible for the deadlines/ managing workload? It feels like it might be worth having a conversation with them to understand resourcing.
