A hiring freeze indicates that the agency is uncertain of its revenue for this year. It sounds like they expect 2023 to be better. But it’s a game of musical chairs at every agency. If security matters to you, choose a place where you’re more likely to have a seat.
Hiring from recruit/interviews/offers/approval can take a long time. Ask why they said two months exactly. I don’t trust that as a statement without context, but it could mean they just won a new account and that is when it starts up..or someone in a higher level is being promoted, so they know how/when they want to integrate you into the position. If you’re in a stable position now, use that as leverage to ask important questions, negotiate, and let them know “I’m in a stable position now…
I’m sure the person currently in the role was probably told the same thing especially as a contractor so on that note proceed with caution.
I would still interview because this sounds like you’re not the only one. They can’t offer you anything until the freeze is over the same thing they are probably telling the person in the role,
Agree with Creative 1 and EP 1. Also consider that it’s extremely rare, if. It impossible to get hired in December. Doesn’t mean you aren’t in the running, and that you won’t get an offer for January, but a lot of agencies not only wait for revenue to hit the books in the new year, but they are often forced to interview a minimum number of people for a role before saying Yes. (This has both happened to me, and was told to me by the recruiting teams, so it’s not just my assumption.) Good Luck. Hang in there.

My instinct is that they want to hire you but their hands are tied at the moment. Whether they can still do it in 2 months is a gamble. But it sounds like they’d like to.
You won’t have that job until they send you an official offer and by the time that happens things may change on both sides (like the salary range). So, keep your eyes open for other opportunities and keep interviewing. You could even try to leverage this “offer” with your current place for a raise. BUT don’t quit your current job for daydreams and promises.
