Do these companies negotiate? When & how should I start negotiation with them ?

I have accepted an offer for the role of Director of Data Science & Analytics and I'll be working with old colleagues. I am very excited. I haven't given notice yet because I am waiting for the background check to complete, but my boss just asked me about traveling to a meeting in November. I start at the new job Oct 25. Started at a big firm in July with high hopes- in the career path I wanted and I would be joining with other new grads.
After onboarding, it’s as if my team forgets about us every day. The training is non existent, there doesn’t seem to be any initiative to invest in new hires, my manager scolds me for not knowing enough yet gives no direction. I believe in the philosophy of learning from other's experiences, success stories, mistakes and regrets while keeping in mind that similar set of life events may unfold into totally different ways/outcomes for others as there are always too many variables in the equation called LIFE. People may arrive at different destinations at different times while being on the almost similar path.

If given a chance to RELIVE your life again, what would you do differently and why?

I have a final round interview for a job I’m extremely excited for tomorrow. I have been at my current job since July (unicorn startup). I also have been on medical leave for about a month and a half due to surgery. My current job is also just not quite the right fit for me. I don’t want to get too far ahead of myself but if I get the job, I’m a little worried about how it would come across to my current one. This isn’t a place I care about burning bridges too much but still it isn’t great.

Does studying for top consulting firms’ case interviews help in any way for interviews with other firms (e.g., FAANG case interviews) ?
