Is unlimited PTO as a perk a red flag at this point while looking for a job ? I catch myself writing off any job that lists it because my last company used it as a cover to never approve real time off. Has anyone actually worked somewhere where it functions as advertised?

Use it don’t abuse it. That’s when you get fired. I take usually 3 major trips a year and some mental days here and there. Companies usually appreciate it because your a better employee

Haven’t you asked this question multiple times?

Yes, some companies are actually cool and let you take 3 or 4 weeks off. It’s heavily dependent on the role and the boss / team.

In your interview cycle, I’d ask the hiring manager how much time they took off last year, and/or what the avg days of PTO taken is on the team.

Companies like this format so they don't have to manage time off and treat it like a liability on the books. If you take time off when the company doesn't have important deadlines, you're good, this is why you need the manager approval.

In my experience people take less time off when it's "unlimited" vs. the use-it-or-lose-it fixed PTO benefit. Maybe people feel guilty about taking time off when it hasn't already been pre-allocated. Plus they don't have to reimburse you for unused days when you leave the company. I have no doubt companies have done their research and determined that's it's cheaper to offer unlimited PTO knowing that the majority of people won't use it to its full potential.

I would ask the average amount employees take and the amount the hiring manager took themselves in the last year.

As someone who has had that perk, I never took advantage of what was offered. I didn't have to. In 6 years I only took of 23 days in total. It was never used against me, and I was told to take more time off. I depends on who and where you work. So, as long as you not abusing it, you'd be fine. As always, best practice is to ask what is and what's not expectable with that benefit.

From my understanding, that is was the point.

2 years is rough, honestly. I've been there too (junior biz analyst for a year before getting my break) and felt totally lost. What actually helped me was asking people to roast my resume instead of just doing edits. Most recruiters want the bullet points to be dead-on for their job description. The sad thing is, ATS filters can kill your chances before anyone ever reads your work, especially if you aren't tailoring everything.

Did you try scanning your resume through anything like Resume Worded or ResumeJudge or Jobscan? These show what keywords you're missing and check if your format is readable by these stupid bots. It's the smallest stuff - like font or lack of a skill - that gets you rejected sometimes. After fixing my resume, my interview requests jumped way up.

If you're open, share your resume here and I'll take a quick look. Also, are you mainly using LinkedIn or sites like Indeed? I noticed results were way different depending on where I applied.

Which city/region are you searching in? I might know a couple openings in my network if you're US-based. Active is good, you just gotta crack the system. Hope you catch a break soon, genuinely!
