As far as this situation, it's not normal, but it does happen. Once, I waited for 5 weeks for hiring manager to get authorization. I continued to interview with other companies, but none worked out. When they got authorization, I accepted that position.

No, it’s not normal. Even in the hiring environment today the best candidates are snapped up. If you wait too long, you have to start the whole hiring process over again. In my experience by the top your top candidate rejects your offer, you often have to start the whole hiring process over. Experienced managers learn to give fairly short deadlines for a decision when making a job offer. If you haven’t already asked them for an estimate on when a decision will be made, you can ask, but I have never gotten a job offer much later than a week after an interview with the hiring manager. If it is taking more than a week the manager will say as much as the dare about an offer on its way.
Yes it’s normal. Yes they are waiting to hear back from a candidate. Yes they are interviewing people
