A reason you are getting overlooked could be that - based on likedin - your last activity in a related role was in 2018.
Even though you've been inactive due to health issues, the best thing you can do is start to show current activity doing something relevant to the roles you want.
Even if it is a small project you can assist someone with, it will show perseverance.
Maybe there is someone in your network - this network - that can give you some work (research, an audit, etc) - even if it is done for free.
Apprenticeships are another route that can provide experience, references, from real businesses.
This type of 'offering to help with any projects' could be part of your messaging when reaching out to your network.
Before you start networking, get focused. a) Define a list of 10 companies you want to work for. b) Define your unique value prop - what is it that you do better than anyone else?

^ Additionally, I haven’t been able to work for about two years (resolved health issues then covid hit). I’m being passed on time and time again despite having semi big names on my resume and I don’t know how to convince a hiring manager to give me the time of day.
With that amount of time off you may have to a) look for a way to lateral internally to that sort of role, b) find a small company willing to take a chance on you, or c) take a role at a lower level than your experience warrants and work your way back up again.
How's your network? This is where you have to lean on your people so you don't have to resort to any of these.

I’m definitely looking at more entry level positions since I’ve been away for so long. I’m happy to work my way up again.
My global network is pretty solid, but it’s mostly in Sydney and NYC while I’m in LA now. My network here is fairly small, but the people I know are quite senior.
