Time to search elsewhere. Make sure you find a manager who is interested in growing people. I spent 8 years struggling in a similar boat, needing to move for a higher role/title. I started a new job last year mostly for my new boss. She said she wanted to invest in me and promoted me 6 months later. Didn’t have to ask, didn’t have to negotiate. She just simply said she got approval to promote me and asked if I wanted it. Nice feeling.

True but OPs issue is someone else got promoted and they didn’t. Run your own race.
Is this person talented at least?
Talented sure but to go from jr - art sup in 4 years is extremely expedited and gets all the opportunities. They were also given concepting opportunities on a new campaign for a brand that I was strictly working on and they were not scoped on. I work long hours and my ass off but no reward.
You should always be looking.

It really doesn’t. We lost an account and they sent my manager and me to different accounts. Was under my 2nd manager for 5 months then a shuffle happened after layoffs and now on a new account and manager is new too. But my previous manager oversaw the newly promoted and myself and we’re still under the same bigger team
There are a couple of things I’d guess from your description given my pov on the other does of things. I hope it helps but this is without knowing the details so take them with a grain of salt-
1) they like you or they would have gotten rid of you. There were a couple of opportunities that would have made it easy (loss of business).
2) having different managers def contributes. It’s likely there’s no one person making sure you don’t go too long if you deserve it. I have a few people on my radar because they’ve done something I’ve noticed. But I don’t deal with most people regularly, so it’s on their managers to remind me.
3) have you asked for it? You may have to say something to your new boss, who might not know when the last time was for you. Or who might not want to push for you without prompting since they can only advocate for so many.
4) they just might not see you as an acd. The job you have is the one they pay you for. If you want the next one, it’s on you to motivate that- either through asking or just stepping up.
41/2 years being senior at the same agency if that makes you feel better.
