You could get a GS and come in as an 11, making $90k if you negotiate well. And even if less, within a year earn over $90k.
Yikes, I got 100k as an audit senior transfer in MM, MCOL.
I would just do that age old trick of getting another offer and seeing if they’ll match.
Kind of sucks that they put you so low to begin with though.

Im only making 120K as a tax manager in MM, SoCal. I’m supposed to make SM at year end so I might get bumped to $135K if I’m lucky. OPs numbers track with where I was at most of my senior years, although my first year senior was pre-pandemic, so $72K, jumped to $85K the next year with a firm switch.
Are you a tax manager at a PA firm? In that case they almost all let you work where you want
