Your description sounds like a dolly zoom, where you the camera physically moves towards the subject at the same speed as the lens zooms out. So the subject stays the same size while the background distorts.
But your gif doesn’t show that.
Here are some examples from films.
I think it's called a contra zoom. Kubrick comes to mind.

In school I remember them calling it a Swoom. But dolly zoom is the most accurate. They used it in that show The Flight Attendant. It’s a director go-to during a stressful or self-realizing moment.
