Absolutely disagree - why would they want to keep low performers?

They’ll choose people who are below to average, not people who are outperforming everyone and probably already earning an above average salary prior to their next raise... which they will have earned... because they are higher performers. They need bodies in chairs to do menial tasks, and they need average productivity supervisors that they can also skimp on the raise to save money just to get through year end. Then they can basically cut a lot of those people and pick back up a few higher performers to drive up deliverables efficiency for busy season, providing their cash flow situation has improved.
I feel like you are right - from what I was hearing is some people were not what I would consider low performers or never on a PIP even.
No transparency.
