Always remember that HR works for best interest of the company, not you. I heard this once and it definitely resonates true. I would also be afraid of retaliation. Politics always plays a part.

Document. Document. Document. I left because a SVP in account was doing the same to me. Caught her lying to make it look like I didn’t do my job. It was really sad because she was a really cool person but turned out to be a snake.

I’m sorry you are dealing with this. I’ve dealt with a bullying culture at previous agencies and have left for that reason. In my experience at FCB Health I’ve found that this is not generally tolerated and there are avenues for support.
I would consider sharing your observations with HR. There are anti-retaliation rules that prevent this from impacting you. Be specific. Document events, behaviors, and their impact. Even if you are not comfortable with sharing the document it’s good to have in front of you for the conversation. Let them know who the target is for bullying- is it a specific person or department? Are there team members that enable or normalize this behavior? Let them know who else on your team they could talk to in order to corroborate your account. These are all details they would need to know in order to effectively intervene. Ask them what you should do when you see this behavior occurring and what resources are available to you.
If you chose to talk to HR, keep it to yourself. You don’t want this to become the subject of gossip. If word travels to the wrong ears it could diminish the validity of your claims.
Ultimately a bullying culture rots teams. If you feel this is the case, speaking up can make a significant impact. If you wind up having to leave the agency or switch teams then HR will at least have a record and can keep an eye on it if it continues.
