There’s no reason to disclose it to them
I’d do it closer to or at the offer stage. The offer itself may have a nepotism disclosure form where you could detail it or, if it doesn’t, you can make the voluntary disclosure at that juncture. At best, it’s a welcomed cherry on top and a heads up they will appreciate you making, just to be sure, before making it all official. I prefer as blind as profiles, for as long as possible; delaying any type of biases (including those involving marital status) from being introduced into the equation until later in the recruiting process, if at all! Ymmv.

It won’t! Especially since you both are in different departments it should not matter. If they do have a rule where say you were a high level and your husband would be working under you in the same department that might be an issue depending on the company policy but other than that you’re both all good! I had some coworkers where the whole time I worked with them I didn’t know they were married!
Unkess they have a policy regarding personal relationships in the workplace, I wouldn't bother disclosing.
How would they know this until they both join? Would be really strange to ask this before starting.

If you aren't going to be in the same department there is no need to disclose it. If you aren't on the same team it really doesn't matter. Nobody needs to know your business.
I don't think it will affect the two of you. But if you want to be sure, you can disclose it at the offer stage. Good luck!
