I would be blowing up your resource manager on the daily asking for help finding a new project and bring in your coach to the conversation.
OP, are you new to the firm? And yes, keep messaging your coach and RM.
Don’t be too concerned then. This is on your RM.
The RMs job isn’t to staff you. The RMs job is to ASSIST in getting you staffed. If you’re not working your network and building your network when you’re on the bench and relying solely on your RM, then you’re not doing it right. Work your network and if you’re getting staffed that way, let your RM know. Prevents double booking.
Key takeaway is don’t expect your RM to put in *all* the hard yards. You have some skin in the game as well.

Do the best you can applying for projects and working with RM so you are covered if someone reaches to you and ask about your utilization. Do some trainings while you are on the bench and don't stress out. I just completed my first year and out of the whole year I worked 6 months due to family and mine serious health problems. Recently my coach reached me and was surprised how quickly I raised my utilization (88%) and few weeks later after speaking with coach I received an automated email that my utilization is (98%). My utilization jumped due to that I worked 4 weeks 55 hours as the project demands.
