Idk why you guys are worrying the new hire...assuming she/he is an analyst, over half don't make utilization targets. Take your PTO, it's basically the only time you can enjoy it without taking a huge hit
Overall and especially as a new hire if your counselor can tell your story at year end you should be fine
Depends on how far off you are. If greater than 10% I'd be worried.

Yes overall but relative to your peer group (1st years are always lower than expected as it takes time to get traction)
Don't take too much PTO! First year - you will also be on the beach a bit so be mindful of that!
The other key is whether the bulk was before or after your first project. Before you had trouble getting staffed and after people start to wonder about your reputation. Not saying it's fair or right, but that is a common perception. Agree on relative to peer group and the story your counselor can tell. And yes, overall is all that matters. But right now, you want to be on the high end of your peer group.
