I think it’s more about alleviating peoples’ fear of the economy doing poorly. So while it’s “expected,” it also shows investors are still confident in the market
It's a nice round number. They'll celebrate DJIA 40000 too relatively soon.

The S&P average of roughly 10% is a weird number. It very rarely moved between 8% and 10%. It averages -31% in bear marketsxand up 22% in bull markets. This is why you have to pay attention unless you are a long-term investor (7+ years) and passive to the point you don't try to time anything.
10% a year on average over the past 100 years or so. You need to account for down years it’s not 10% every year back to back.
Are you dumb? The 10% average figure is based on a 100 year history. It changes drastically if you go by 5, 10, etc year histories. I can’t believe I have to explain this. There are ten year periods where there was no growth in the S&P500 depending on what years you are looking at.
