Received offer for GSM role at Apple nearly 3wks after final interview. Is it safe to assume I was a back-up “tier 2” candidate, offered due to someone else declining?

After interviewing, I did some research, and the general consensus seems to be that GSM roles suck?

With WFH/RTO still kinda up in the air, doesn’t seem like a good deal with San Fran cost of living.

Two company A&B gave more or less package X+3 Lakh.

Can we still negotiate with company A Or B to get top up from X+3 to make a clear decision to choose over one other.

Clawback clause in current contract: been in role for over 2 yrs, it was an internal move that required relocation. Relocation was approved shortly after (over 2 yrs ago) but covid meant the actual move and start of my contract with new subsidiary was delayed, I was paid by the previous subsidiary meanwhile.
