I just got an offer from Accenture Switzerland, Total Comp 170K with 140K base. I have 6YOE as IT consultant and 9YOE in total. I am just upset that they did not offer me a relocation package of 20k because the cost of living in Zurich for a family with 1 child is crazy! Should I insist for a sign on bonus before accepting the offer?

It sounds like you are starting from a good place in that they are willing to listen. Maybe check out the salaries internally (or if not available, on Glassdoor and Levels.fyi) and come up with a measure based on how much someone with your experience should be making, but also highlight your unique value and what you bring to the company and don't sell yourself short.
I would absolutely use the information you found to negotiate a higher salary. Have a transparent conversation about the salary you agreed on vs. the industry average. It's good to at least try - like you said, management wants to keep people and pay their worth. I feel like they'll hear you out.

100% negotiate, in fact it's easier to do it when you're in the role versus when you're interviewing (it's more of a gamble on their end otherwise). You can show market rates + talk through your experience and what you've done to present a good case. And if it doesn't go your way...well, it's not the only place to work in the world, right?
Yes, it's a labor market so you are a hot commodity! They should be more willing to keep you around with your 20+ years of professional experience
Sounds like you've already done your research and have some good data to back up your negotiation. I'd go for it. Worse they can say is 'no.'
