If you threaten to leave, make sure you are actually serious and have a genuine offer that you are considering. But tbh it's almost always better just to leave for that raise and fresh start.

Exactly. If you are at a company that is large enough to have specific annual or semi annual pay evaluations, have the conversation way in advance that you feel you should be earning more and have the argument to back it up ready to go. I’ve done this and was successful. I was long time senior/IC at that time and actually skipped over my manager and had the conversation directly with my director the week she was in town for executive meetings about… compensation increases.
If you do that, but don’t get what you want when raises are given, then you start looking. Don’t settle for just anything, you could end up with better pay but horrible work hours or a toxic environment. But when you find something that looks like it’s worth leaving for, be gracious and give two week notice and don’t look back and don’t accept a counter offer.
It’s often better to stay where you’re at if you can “manage up” to get your pay where it should be. Longtime employees often have unwritten privileges that you will have to earn fresh at a new job. A new employer might have a vesting period your 401(k) match. A longer work history at a single place looks better for when you do decide to leave. Etc. etc.. Lastly, you are developing skill in managing up by doing this, which is always good to have and will be even more critical when you start fresh and a new place.
I was in same situation; exactly same. I presented all the comps on what I should be paid. They still ignored it. Eventually I left, other job pays me 30% more. They replaced me with someone with less experience and paid him 30% more as well. So they knew all along what I was worth but did not believe I was going to leave so they never gave me what I deserved. However there was some politics behind that as well… someone wanted me gone so they become harder to replace.
If you’re at the top of the band, what makes you think you would be worth more even if threatening? I don’t think firms respond well to extortion. I’ve learned in my career, even if people think they are irreplaceable, everyone is replaceable.
