Look out for yourself bud. What do you need more of, happiness or money? Some people are forced to choose between the two.
If you like your current job, did you talk to your boss yet and work through a development plan? Maybe it means no raise now but can you work towards a title bump? And then you'll need to ask yourself at that point, is a title bump enough?
There's going to be uncertainty of the future in both opportunities, it's rather now about what are you willing to risk in order to gain.

I will add this perspective: A job you genuinely enjoy is a rare thing. And it's a HUGE thing.
I wouldn't call that just being happy to have a job.
The question you should ask is, are you willing to risk going to a job you don't genuinely enjoy? Is the increase in pay worth the risk? It very well might be, but only you can answer that.
Have you asked your boss when they anticipate that your salary will be restored? If so, that should figure into your decision as well.
Nah you get yours. Still, money isn't everything and being happy at work is worth a shitload, so I'd consider all the angles.
Also, isn't that cut temporary?
