Might well be as simple as a client downscaling scope at this point. It is happening everywhere. Or another client downscaling - and the agency being able to cover the role internally.
If you like them, write them a good personal thank you note, and keep the lines of comms open.

Reads to me like a client cut budget. This is out of the hiring agency's hands. They wanted to hire you but the account just got too small to justify a big hire. Stay in touch and stay on good terms; another account will be along soon.
