Nope. But if they ask for it, you fill it up to what you agreed on. No questions.
1) the budget is already approved. Pad if needed.
2) you shouldn’t be in this position in the first place. You can dodge, and ask try to inquire why are they asking.
3) they are paying for your AVAILABILITY + WORK. You should be answering their emails/slacks immediately if they pay for your 40-hr/week.
40 hours asked. 40 hours delivered.
even if I delivered 30-some? they're asking for breakdown of projects and I feel like if I add on hours they'll think I'm slow and now a good value. It's true that I expected a bigger workload
Did you agree to a minimum number of hours up front? If so, bill the full 40. If not, next time make sure they commit to booking you a minimum number of hours - otherwise you end up on call but not paid for it.

Were you available to them for all 40 hours? Bill 40 hours.
Or did you go to the dr or to lunch or were otherwise unavailable? Deduct those hours.
All other hours are billed, whether you physically were touching your keyboard/stylus or not.
What i'm saying is that I already billed at the beginning of the month (it's a fixed retainer). Yes I was available but they didn't have enough work for 40hrs. They want to see the timecard with my projects and hours (which I kept and which adds up to 34hrs give or take). I wasn't sure whether to boast the hours and make it look like i take longer than I do on everything or leave it and let them either give me work work next month or think retainer isn't worth it or need to be lower $$
Yes - we send a full timesheet with all the projects. I track almost daily because I touch a lot of projects. Recommend for record keeping you do the same.
So what do you do if you spend less time than the retainer amount? you don't pad the hours to make it look like it took you the full amount of hours they paid for?
It’s literally just for them to bill their clients. If they said it was 40hrs bill 40hrs. For instance I have a client that also needs timesheets but they tell me what the quoted the allocation for the client ahead of time. They already are billing their client for your 40hrs so bill the 40hrs.
